I have heard others talk of this, but not Spencer.  I have only seen this one lonely reference to it.  Not sure if I will ever see anything to confirm it.....  From LDSAVOW:

I was also at The Unblog Reunion. He acknowledged that there would be "Tent Cities" even though he did not talk about them in his book (except for Cardston Temple area). I lined up to speak with him afterward and I asked him when they would happen in his timeline of things. He told me before the big devastating earthquake in Utah. I did feel that he was a humble servant of the Lord.
