No they are not. The C&E is hearing a voice audibly or in your mind that you will have Eternal Life. The Second Comforter usually happens after you receive your C&E and is an actual visit from and being in the presence of Jesus Christ.
Are "calling and election made sure" and "second comforter" the same thing?
