Remember that a famine does not mean the absence of moisture - though the two are often associated with each other.
I was interested in tilling this weekend - as were many farmers here. The land was ready - and then we got some moisture and cold temps at just the wrong time. Many planting machines were dead in their tracks (they are industrial scale in this area - some contraptions being of the hundreds of feet in length and fill both lanes of a road).
A famine can come from a short growing season, too much moisture, not enough, lack of people to plant and harvest due to war or other calamity, lack of seed at planting time, not enough fuel to power the machines, etc
Those are the physical causes of a famine. Then there are the spiritual causes of a famine in the land. We are also experiencing those - when a Prophet goes silent because the people do not have ears to hear nor eyes to see.
