RED HEIFER WAS BURNED ON THE MOUNT OF OLIVES??

I wonder how the ashes might relate to the first part of the atonement:
 
 
 
PASSOVER PREPARATIONS: POUNDING THE ASHES OF THE RED HEIFER
After the burning of the red heifer its ashes were crushed by kohanim with long clubs. The ashes were then sifted until a fine powder was obtained. Only then were the ashes ready to be mixed with the pure 'living waters.'
The picture shows kohanim crushing the ashes of the red heifer with clubs. They are standing in the place where the red heifer was burned, on the Mount of Olives, directly east of the Holy Temple. The Holy Temple can be seen inn the background.
