Never true in my experience growing up in a farming community.
The article's title is sensationalistic. Even if the pre-harvest spraying happens in some places and cases, the title would more appropriately be "The Real Reason Some Wheat Could Be Toxic". There are two reasons I can see that nobody would want to spray the wheat to kill it early. One, the kernels continue to develop and grow for a longer time if left to their natural devices, resulting in a larger yield. Two, when kernels' development time is shortened, they are left in a higher-moisture state, which would make it too moist to store properly.
So I doubt that the woman's claims about this are true.
Honestly, as corrupt as conspiring men can be, I guess I shouldn't be shocked. Whether it is true or a stretch remains to be seen, but many more people are having digestive issues. It could be said the same of other little known practices, also. For example, the use of arsenic on cotton plants prior to harvest to defoliate the plants. Or how about arsenic being used with maple trees to make the sap flow faster for syrup production. How they use it for that I don't really know. I don't believe that all of those producers use it. It just seems that what you don't know can kill you and we are all just playing one big game of Russian roulette. All the more reason to be self sufficient/reliant and produce what you eat, etc.
Spoke with Pahvant farmers in Delta Utah. They don't spray at the end of the season, Ladd said this type of process would be done by crop spraying and it would be too costly for farmers to do. He said he has never heard of anyone doing this in Utah. I feel the author is trying to make you feel better about eating GMO foods. GMO has perverted our whole food system. Do not believe it is OK to eat.
